ZenTao biz for small teams less than ten users only charge 29.9dollars for perpetual, it's quite reasonable. And the most I like it is it can be self-hosted.

Actually, among the above only ZenTao is totally free without user limitation if you have more than three users with open source version while zentao premium is not.
