Under Members > Stakeholders within a program, you can manage the stakeholders associated with that program.

Click Add Stakeholder to enter the addition page. When the stakeholder type is "External," you will need to create a user profile for them.

After clicking Save, you will return to the stakeholder list. In the action column, you can use the Remove button to remove a stakeholder from the program.

Note: Users within the company who are outside of the current program are also defined as the "External" stakeholder type.
